Charles Brower sits as a judge of the Iran-United States Claims Tribunal in The Hague, where he has served since 1983, and as a Judge ad hoc of the Inter-American Court of Human Rights in San José, Costa Rica. He has been a member of the panels of arbitrators and conciliators of the International Centre for Settlement of Investment Disputes and a member of the Register of Experts of the United Nations Compensation Commission in Geneva. Prior to his appointment in The Hague, Judge Brower has been a partner in the firm of White & Case LLP, where in addition to acting as counsel, chairman, sole arbitrator or co-arbitrator in a number of international arbitrations he represented the United States and other clients before the International Court of Justice. He also has served as acting legal adviser of the United States Department of State and deputy special counsellor to the president of the United States. In addition, he has been president of the American Society of International Law and chair of the Institute for Transnational Arbitration.The arbitrations in which Judge Brower has served, predominantly under the rules of the ICC, the LCIA, the AAA, the SCC, ICSID and UNCITRAL, have involved oil and gas sector disputes, major construction or infrastructure projects, expropriation claims and other investment disputes (including under NAFTA, the ECT and bilateral investment treaties), and insurance coverage issues as well as general commercial matters. They frequently have involved issues of public international law and have also applied the laws of most major legal systems. Judge Brower is fluent in English, German, French, and Dutch.
